An amendment to reduce U.S. troop strength in Europe by 30,000 and by 7,000 in Japan in fiscal years 1991 through 1993 unless those countries increase defense spending at a rate equal to their economic growth plus 1 percent, and undertake other actions to provide for a greater share of their defense.
