An amendment to hold discretionary outlays midway between an FY 1988 outlay freeze and the levels established by the domestic budget summit; to replace the cost-of-living adjustment for non-means tested entitlements (including Social Security but excluding veterans) with a $5 per month increase; and to cap the FY 1989 pay increase for federal, civilian and military personnel at 2 percent. The amendment would also provide for additional FY 1989 revenues totaling $3.7 billion produced from a one year suspension of indexing individual income taxes. Finally, the amendment specifies an FY 1989 deficit of $112.4 billion.
