An amendment to freeze all discretionary outlays at the FY 1988 level; eliminate all cost-of-living adjustments (COLAs) for entitlement programs including Social Security (but to retain increases in entitlement spending needed to provide benefits for new recipients) and to eliminate the pay increase for Federal employees in FY 1989. Finally, the amendment specifies an FY 1989 deficit of $135.7 billion.
