An amendment comprised of several amendments en bloc to clarify that Department of Defense resources may be utilized for major disaster assistance; to provide for penalization of persons who knowingly misuse funds received under the provisions of the bill; to clarify that nothing in the bill shall alter or affect the applicability of the National Environmental Policy Act of 1969; to allow the Governor of a State within which a disaster has occured to request the President to direct the Secretary of Defense to utilize DOD resources if it is deemed necessary for emergency work to be completed; and to include such provisions of the Endangered Species Act as they apply to Disaster Relief.
