An amendment comprised of several amendments en bloc to reduce the costs of the bill by $509 million (10 percent) over five years by requiring states to implement immediate wage withholding for child support payments, even when the parent is not in arrears. The amendment also tries to more sharply focus the child care transition program, and terminates, effective October 1, 1991, the bill's provisions for an increased federal match for states that increase their AFDC benefits.
