Amendment100th Congress
An amendment comprised of several amendments en bloc to accomplish the following: To require that local currencies raised with U.S. aid be used for development purposes; to prohibit assistance to communist countries unless the President determines and reports that such assistance is vital to U.S. security, and that the government of the recipient country is taking steps to reduce economic reliance on Marxist-Leninist principles; to prohibit foreign assistance to any country which has in effect a Treaty of Friendship and Cooperation with the Soviet Union unless the President determines that such assistance is in the national interest of the U.S.; to direct the President to report to Congress every 3 months on the progress of countries receiving humanitarian aid to free themselves of the need for further assistance; to express the sense of the Congress that the vital national interests and security of the United States would be jeopardized if the U.S. became dependent on communist countries as the source for essential minerals and metals; and, to direct the President to report to Congress every 3 years on the impact and effectiveness of the U.S. economic assistance provided during each 3 year period.
