An amendment to insert language which provides that the United States shall not enter into any arrangement, express or implied, conditioning the provision of assistance under the Act of the International Security and Development Cooperation Act of 1988 or the purchase of defense articles and services under the Arms Export Control Act upon the provision of assistance by a recipient to persons or groups engaging in an insurgency or other act of rebellion against the Government of Nicaragua.
