Amendment100th Congress
An amendment comprised of several amendments offered en bloc that do the following: deletes language encouraging greater contacts between Vietnam and the U.S.; authorizes assistance to implement a productive house lot program for the rural landless in the Philippines; expands the South Pacific educational scholarship program and removes the cap on funds for graduate study; suspends U.S. trade preferences to New Zealand; condemns human rights violations by the Government of the People's Republic of China; directs the executive branch to inform the Congress of all progress made in POW/MIA cases on Laos; adds India to each portion of the bill expressing concern about Pakistan's nuclear program and deletes section 928 which urges a resolution of the conflict in Sri Lanka; requires the President to report to Congress on the extent of assistance to Pakistan from other countries for development of nuclear weapons capability; expresses as the sense of Congress that Japan has been negligent as a member of the Western Alliance by not making substantive contributions to restore peace in the Persian Gulf region; provides $50 million for agrarian reform in the Philippines provided a clear majority of the resources used to implement the program are provided by other than the United States; and expresses a sense of Congress regarding the human rights of the Sikhs in the punjab of India.
