An amendment to require that any economic and development aid for Mozambique go only to the private sector to the maximum extent possible. In addition, the amendment would require that before any military assistance goes to Mozambique, the President must certify to Congress that the government has implemented economic, political, and human rights reforms, reduced the number of foreign military personnel to 55, and committed itself to holding free elections.
