An amendment to amend certain provisions of the Burton amendment to the extent that the assistance rendered to Mozambique be contingent upon the fact that that country continue to show signs of progress in reducing the number of Soviet bloc advisers and that Mozambique has held, or is committed to holding competitive elections, and has offered political amnesty to opposition paramilitary forces, including the right to participate nonviolently in the national political process.
