Amendment100th Congress
An amendment to strike the earmarking of funds for the Southern African Development Coordination Conference to the extent that the $50 million originally authorized for SADCC countries would go solely to countries that have demonstrated support for U.S. policies and values, and either provide facilities for the U.S. military or recognize democratic freedoms. Eight of the nine SADCC countries, including Mozambique and Zimbabwe, would be prohibited from receiving the SADCC funds leaving only Botswana as eligible. Kenya, Liberia, Sudan, Zaire, and a number of other African countries would also be eligible.
