An amendment to strike the language which prohibits the United States from making any agreement or reaching any understanding under which a recipient of U.S. economic or military assistance or a purchaser of U.S. military equipment shall provide assistance of any kind to the Nicaraguan contras. The amendment would also allow current restrictions to expire over time.
