An amendment to express congressional concern about the recent assassination of Herbert Anaya Sanabria, who served as president of El Salvador's non-governmental Human Rights Commission. The amendment withholds 10 percent of security assistance until at least 15 days after the President has notified Congress that the Government of El Salvador has conducted a thorough investigation of the murder and earlier threats against Anaya as reported to President Duarte by Amnesty International. It also instructs the President to offer investigative assistance of U.S. agencies to the Government of El Salvador.
