An amendment to reallocate unspent Title III formula funds of the Job Training Partnership Act (JTPA). Beginning on June 30, 1988, a state's unspent Title III formula funds that exceed its allotment by 20 percent will be reallocated to other states. In reallocating these funds, primary consideration will be given to states without excess unspent funds whose average unemployment rate for the previous 12 months is greater than the national average. Any remaining funds will be allocated to those states without excess unspent funds.
