An amendment to enact into law the Administration's current suspension of U.S. military and non-humanitarian economic assistance to Haiti by permitting the resumption of aid only if the Government of Haiti allows the electoral process mandated by the Haitian Constitution to resume. Such a process must include reestablishing the independent, nongovernmental Provisional Electoral Council, which was set up to organize and oversee elections.The amendment also expresses the sense of Congress urging the Administration to encourage the Government of Haiti to adhere to the electoral process mandated by its Constitution by enagaging in an international effort to impose an arms embargo and appropriate trade and financial sanctions on Haiti.
