An amendment to enact the provisions of the Fairness Doctrine into law. (The Fairness Doctrine, which was promulgated in 1949 by the FCC, requires radio and television broadcast licensees to cover issues of public importance and to provide a "reasonable", although not necessarily equal, opportunity for expression of opposing viewpoints. The FCC ceased enforcing the regulation in August of 1987.).
