An amendment to postpone until August 31, 1988 the imposition of economic sanctions against areas that fail to meet Clean Air Act standards for ozone and carbon monoxide by the statutory deadline of December 31, 1987. Sanctions also would be postponed in cases where states have not submitted adequate plans for meeting the standards. The amendment would further prohibit the Environmental Protection Agency (EPA) from enforcing any sanctions during the eight-month period, even in areas where the agency has already imposed or proposed them.
