An amendment to direct the Secretary of Agriculture and the Administrator of the Environmental Protection Agency to conduct and complete within 12 months of the date of enactment of the bill a joint study concerning the impact on groundwater agricultural interests of proposals to dredge sediments which contain PCB's from the Hudson River and to dispose of such sediments on land.
