An amendment to provide that the AIDS information requirements in the Burton amendment shall not apply to a program in a country when the President determines that the inclusion of such information would be inappropriate either because of the low incidents of Acquired Immune Deficiency Syndrome in that country or because of the laws or customs of that country.
