An amendment comprised of three amendments offered en bloc to earmark $8 million for a vitamin A deficiency program for children in developing countries, and to change the effective date of the earmarking provisions in the bill for basic education funds for developing countries from FY 1989 to 1988. The amendment also calls upon the President to exert U.S. leadership to achieve the earliest possible negotiation of an international convention to conserve the earth's biological diversity, and would require the President to submit a report to Congress on the progress in negotiating such a convention. Finally the amendment makes certain minor changes in the bill's provisions promoting assistance to micro-enterprises in the Third World.
