An amendment to add a new subsection to the Torricelli amendment which provides that nothing shall be construed as applying the requirements of cargo preference regulations to purchases of United States goods and services except purchases attributable to a cash transfer in accordance with the conditions for agreement as set forth in the Torricelli amendment.
