Amendment100th Congress
An amendment to raise from 50 percent to 100 percent the proportion of any cash transfers under the ESF program that must be used to finance the purchase of U.S. goods and services. Specifically, the amendment requires that a country purchase 100 percent of the value of these transfers in U.S. goods and services. In addition, the amendment would permit the President to waive the 100 percent preference only if it is in the national interest, as opposed to the bill which provides a waiver if the Agency for International Development concludes that such a preference is an "inappropriate" form of assistance.
