Amendment100th Congress
An amendment consisting of several amendments en bloc to provide restrictions on transfers of Stinger missiles to the extent that the U.S. shall not transfer Stingers to any foreign military or paramilitary force except to NATO countries unless specifically authorized to do so by Congress. The amendment also limits Saudi Arabian acquisition of F-15 aircraft to models A,B,C, and D; prohibits sale, transfer or upgrades to the F-15E, and limits the total Saudi possession of F-15's to 60 at any one time. Finally, the amendment provides for authority to allow the Defense Security Assistance Agency and the Department of Defense to honor their loan guarantee contracts and to make all payments to the Federal Financing Bank according to originally specified payment schedules.
