An amendment to incorporate language into the bill providing additional guidance to the Mineral Management Service (MMS) in conducting the case-by-case reviews required under the bill by directing the MMS to value gas by using a "highest reasonable value" standard as well as certain criteria derived from existing MMS regulations, which require consideration of factors such as average market prices, posted prices, and the actual sale price.
