An amendment to require the Commission to report to Congress with regard to the following three areas: 1. the condition of the Panama Canal and potential adverse effects on United States shipping and commerce; 2. the effect on canal operations by the military forces under General Noriega; and 3. an evaluation of the effect on canal operations if the Government of Panama continues to withhold its consent to major factors in the United States Senate's approval of the Panama Canal Treaties.
