An amendment to specify that no funds are authorized for the Western Area Power Administration to construct any major transmission lines or related facilities unless they have been included in a comprehensive five-year listing of planned transmission construction projects which WAPA would be required to submit to Congress annually. The amendment would also direct WAPA to submit recommendations for improvements in its transmission policies and programs.
