An amendment to mandate an FTC study on possible deceptive practices by for-profit entities which offer services through the mail that can be obtained for less or for free from the Federal Government. The study would also cover organizations which solicit through the mail, and which use seals, symbols, or trademarks that imply Federal Government endorsement or involvement. The amendment requires the FTC to either promulgate regulations governing such solicitations or to report to Congress on its decision not to promulgate regulations.
