An amendment to remove the Airport and Airway Trust Fund from the unified federal budget and to exempt the trust fund from spending reductions mandated under the Gramm-Rudman Act. The amendment further requires the Transportation Department to reduce or withhold disbursements from the trust fund if anticipated revenues are not expected to support anticipated obligations.
