An amendment to prohibit the expenditure of federal funds for non-safety airway assistance at Pomona Airport near Atlantic City, N.J., until a regional airport development authority is established. The amendment would also prohibit the transfer of federal lands at the airport prior to establishment of the regional authority, and would create an incentive for the establishment of a regional authority for the purpose of facilitating the coordinated development of a major airport to serve Atlantic City.
