An amendment consisting of 3 amendments offered en bloc to allow the Secretary to make grants to States to support the establishment of State programs similar to the Loan Repayment Program as outlined under the National Health Service Corps by authorizing $1,000,000 for FY 1988, and such sums as may be necessary for each of FY's 1989 and 1990, to carry out this program. The second amendment provides that not later than 180 days after the effective date of the amendments put into effect by this legislation, the Secretary of Health and Human Services shall issue regulations for the loan repayment programs established by the amendments. The third amendment sets the criteria by which the Secretary must abide when determining the priority for the placement of physicians in medically underserved areas.
