An amendment to prohibit the Nuclear Regulatory Commission from licensing the Seabrook or Shoreham nuclear power plants for full power operation unless the emergency plans for the plants meet the standards of the NRC's existing emergency planning regulations. This would preclude the licensing of either plant under changes to these regulations previously proposed by the NRC which would permit the appproval of emergency plans developed by utilities without any state or local government participation.
