An amendment to make technical adjustments to the legislation which will clarify the bill's provisions relating to the reopening of competition and contracting out procedures for production of the Space Shuttle's Solid Rocket Motor program. The amendment also expresses the sense of Congress that the solid rocket motor project of the Space Shuttle program would benefit from competition.
