An amendment to require that all U.S. flagged vessels have a 100 percent U.S. crew, except for yachts, vessels fishing exclusively for highly migratory species, and vessels fishing outside the 200 mile exclusive zone off the U.S. coast. Subsequently, during further consideration of the bill, this amendment was modified to clarify the committee's intent.
