An amendment to provide that unless the regular appropriation bills for any given fiscal year have not completed the legislative process through to executive approval by the beginning of that fiscal year, then it shall not be in order to consider the regular Legislative Branch appropriation for such fiscal year, nor will the appropriation providing for increases in Member salary go into effect.
