An amendment directing the State Department to enter into negotiations with Japan for the purpose of increasing the amount spent in any year by Japan for defense to at least 3 percent of its gross national product for such year, or of obtaining payment by Japan to the United States of the amount by which such percentage amount exceeds the amount spent by Japan for defense in such year.
