An amendment to prohibit the use of funds to study or construct the Cliff Dam feature of the Central Arizona Project, except with respect to fish and wildlife and environmental mitigation costs. The amendment also provides that certain features of the Central Arizona Project other than Cliff Dam, including such increments of flood control that may be found to be feasible by the Secretary of the Interior at Horseshoe and Bartlett Dams, in consultation and cooperation with the Secretary of the Army and using Corps of Engineers evaluation criteria, developed in conjunction with dam safety modifications and consistent with applicable environmental law, are deemed to constitute a suitable alternative to Orme Dam within the meaning of the Colorado River Basin Project Act.
