Amendment100th Congress
An amendment to provide that the "Buy America" provisions for the Voice of America facilities modernization would not apply in cases where it would be inconsistent with U.S. international obligations with respect to government procurement from a foreign country so long as such international obligations are honored by such foreign country (as certified by the U.S. Trade Representative prior to the awarding of each contract for that project). Further, the amendment directs that such foreign country cannot prohibit the use of United States contractors on similar types of projects that it carries out.
