An amendment to provide for application of anti-double breasting rules to only those businesses in the construction industry where there is substantial commonality based on common management, central control over labor relations, interrelation of operations and common ownership. Additionaly, the amendment seeks to narrow the definition of the term "single employer" with regard to its use in the provisions of the bill prohibiting creation of double-breasted operations.
