Amendment100th Congress
An amendment requiring the State Department to submit a report on the status of a Japanese Government investigation of the transfer of milling machines to the Soviet Government by Toshiba Machine Company; a Norwegian government investigation into the transfer of numerical controllers by Kongsberg Vappenfabrik to the Soviet Union; actions taken by the Japanese and Norwegian governments to prevent such transfers or other breaches of security in the future; and actions and plans of the U.S. Government to respond to cases of international espionage. The amendment also directs the Secretary of State to enter into negotiations with the Japanese and Norwegian Governments with respect to compensation for damages to U.S. security resulting from such international espionage, and to report to Congress on the status of such discussions.
