An amendment consisting of a group of amendments offered en bloc to accomplish the following: ? -any new spending authority in the bill will be effective in any fiscal year only to the extent that funds are provided in advance through the appropriations process; ? -the bill's prohibition on private gifts to U.S. embassies extends only to gifts which are used for representaitonal purposes; ? -to direct the State Department to substantially increase its efforts to recruit, retain, and promote women and minorities in the Foreign Service; ? -to increase the salaries and expense accounts for the State Department by $1.3 million in FY 1988 and FY 1989; ? -to earmark $250,000 for international institutional development; ? -to grant the Secretary the authority to restore tenured status to Foreign Service officers at the recommendation of the Grievance Board; ? -to require the State Department to consolidate all its congressional relations functions under its division of Legislative and Intergovernmental Relations; ? - to clarify that foreign service spouses receive full survivor's benefits; ? - to add stipulating conditions for the restoration of the Solomon- Kassebaum U.N. budget cuts; ? -to provide diplomatic and consular privileges to the offices of the European Communities in the U.S.; ? -to require the State Department to submit an annual report on the implementation of housing policy for foreign.
