Amendment100th Congress
An amendment to require that the uncompleted chancery building of the U.S. embassy complex in Moscow should never be accepted for use by the United States diplomatic personnel, and should never be completed, improved, or prepared for such purposes. The amendment also requires that if and when a new U.S. chancery is constructed in Moscow, it shall be built under American supervision and exclusively with American plans, materials, and labor.
