An amendment to impose as additional Urban Development Action Grant criteria the following: ? Determination must be made as to whether a project will utilize a building of at least 100,000 square feet, or land upon which is principally sited a building that is at least 100,000 square feet, that is at least 20 years old, has been vacant for at least 3 years, and is no longer functionally useful for its originally intended purpose. Additionally, it must be determined whether or not a State or local community has established a significant program, such as tax incentives, targeted toward this class of structure or land.
