An amendment to authorize $30 million for assistance to non-profit organizations that provide counseling to homeowners who are in danger of losing their homes through foreclosure, and to require that homeowners who have federally-insured mortgage loans and who are unable to make mortgage payments due to economic circumstances beyond their control are given an automatic six-month stay of foreclosure proceedings.
