The amendment requires that rents in Section 8 newly constructed buildings are based on comparable unsubsidized housing, that multifamily housing preservation loans are funded with excess payments made into the Rental Housing Assistance Fund, and that HUD consider economically distressed communities in allocating Section 8 rental certificates and vouchers. ? Under rural housing, the amendment increases mortgage limits for multifamily housing in high-cost areas, increases civil monetary penalties for lenders who violate laws and authorizes the use of rental housing mortgage subsidies to refinance loans for the purpose of units by tenant cooperatives. ? The amendment also modifies provisions requiring the removal of lead-based paint by deleting the use of appraisers and specifying that lead paint removal is a Community Development Block Grant (CDBG) priority; simplifies CDBG citizen participation standards; modifies CDBG and Urban Development Action Grant (UDAG) anti-displacement provisions to require replacement of occupied low- and moderate-income units; permits certain non-profit organizations to operate urban homesteading programs; reduces from two years to one, the time within which communities must commit urban.
