An amendment to direct the Administrator to develop a technology transfer program to provide information regarding methanol/ethanol oxygenated fuels and other appropriate technical assistance to states and localities for the purpose of carrying out research and demonstration projects on the effectiveness of fuel ethanol blends, neat methanol/ethanol fuel, oxygenated fuels and other alternative fuels in reducing carbon monoxide, ozone and other air pollution resulting from mobile source emissions.
