An amendment to prohibit the involuntary displacement of low-income persons due to CDBG or UDAG activities by specifying that unit-for-unit replacement of housing would have to be with housing that is expected to remain available for at least 20 years; requires displacement compensation for a 10-year rather than a 20-year period; permits increased flexibility in the development of anti-displacement plans, and eliminates the requirement that HUD approve such plans.
