An amendment to clarify that the Older Americans programs should serve the mental health needs of the elderly by specifying that health related references in the bill are worded to encompass mental health, and that state and area plans must necessarily address the needs of mentally impaired elderly citizens by including mental health among the provisions dealing with training, research, and education activities.
