An amendment to allow school districts with both "category a" children (students residing with parents who work and live on federal property), and "category b" children (students residing with parents who either live or work on federal property, but not both) residing on military bases to apply to the Department of Defense for supplemental funds if impact-aid allocations are not fully funded.
