An amendment to require the Education Department to conduct a study of the methods used in allocating funds among the states under the various federal elementary and secondary programs, and to consider whether states and school districts that provide greater financial support for general elementary and secondary education should be rewarded by receiving larger allocations under federal programs. The amendment further requires that an interim report be filed on June 30, 1988, and a final report be filed by June 30, 1989.
