Amendment100th Congress
An amendment to provide that any activities by the Department of Defense that have the effect, intended or unintended, directly or indirectly, of supporting the Nicaraguan democratic resistance in Central America shall be carried out only with funds specifically authorized for that purpose. The amendment also prohibits U.S. military operations in Central America unless the President certifies that he has taken steps to ensure that no U.S. built roads, airfields, or other facilities will be used to assist the contras.
